Keeping Mental Health Reform on Course: Selecting Indicators of Mental Health System Performance

Abstract

Mental health reform was introduced as a public-sector policy response to identified deficiencies in the mental health services system. The reform agenda, which is underway in most provinces/territories, calls for greater accountability to mental health consumers, their families, and other stakeholders. This paper summarizes the major policy goals (which are the cornerstones of mental health reform) and suggests a series of high-level indicators to assess performance toward achieving these goals. Issues in the selection and measurement of performance indicators as markers of key goals are discussed. The proposed indicator set, while not a comprehensive frame-work, can provide a multi-dimensional appraisal of mental health system performance and help keep reform on course.

Résumé

La réforme de la santé mentale était introduit par le secteur public en réaction aux lacunes constatées dans le système de services de santé mentale. Le processus d'implantation de la réforme est actuellement en cours dans la plupart des provinces et territoires; il prévoit une responsabilisation accrue envers les consommateurs et consommatrices de services de santé mentale, leur famille et les autres intervenantes et intervenants. L'article résume les principaux objectifs qui sont les pierres d'assise de la réforme en santé mentale et propose une série d'indicateurs de haut niveau pour mesurer l'atteinte de ces objectifs. L'article aborde également la question de la sélection et de la mesure des indicateurs de performance en tant que balises des objectifs clés. Les indicateurs proposés ne constituent pas un ensemble complet de paramètres, mais ils peuvent permettre une évaluation multidimensionnelle de la performance du système de santé mentale et contribuer à maintenir la réforme sur la bonne voie.
