The Development of a Recovery-Oriented Mental Health System in Canada: What the Experience of Commonwealth Countries Tells Us

Abstract

This article examines how the recovery concept has been introduced into national mental health policies in New Zealand, Australia, and England. Five overall themes are identified as critical in shifting to a recovery-oriented system: restructuring of mental health services, promoting mental health and preventing mental illness, developing and training the workforce, cultivating consumer participation and leadership, and establishing outcome-oriented and measurable practices. These issues are vital in the uptake of recovery and should guide the overall direction of the Canadian Mental Health Commission's mental health strategy.

Résumé

Cet article examine comment la notion du rétablissement a été intégrée dans les politiques nationales en matière de santé mentale en Nouvelle-Zélande, en Australie et en Angleterre. Cinq thèmes généraux ont été identifiés comme étant des éléments critiques dans le virage vers un système axé sur le rétablissement: la restructuration des services de santé mentale; la promotion de la santé mentale et la prévention des maladies mentales; l'amplification et la formation de la main d'œuvre; la favorisation d'une culture de participation et de leadership chez les usagers et usagères; et l'établissement de pratiques mesurables et axées sur les résultats. Ces enjeux s'avèrent essentiels dans la mise en œuvre du rétablissement et devraient encadrer l'orientation de la stratégie en matière de santé mentale de la Commission de la santé mentale du Canada dans son ensemble.
