Abstract

In May 2005, the World Health Assembly endorsed Resolution WHA 58.33 (WHO, 2005b) urging member States to move towards universal coverage (UC) and to ensure that the population has access to health care without facing risk of catastrophic expenses. The core guiding principles include enhancing pre-payment, risk pooling, contributions according to ability to pay and the right to use of services according to health needs (WHO, 2000, 2005b).
