Abstract
Health human resources (HHR) policy across the world is challenged by workforce shortages and mal-distribution of skills. Yet Europe holds top posi- tions in both quantity and quality of the health professional workforce. Staffing levels of skilled professionals are on average higher than in other Organization for Economic Co-operation and Development (OECD) countries, while educa- tion and training are excellent (Matrix Insight, 2012; OECD, 2013). Why, then, is HHR policy a burning issue in Europe, and what makes it interesting from a global perspective?
