One hundred and seventy years ago, Victor Hugo, in an impassioned speech to the French Parliament, was the first to invoke “the rights of the child,” on that occasion demanding that schooling should be free and obligatory for all children regardless of gender or social circumstance and provided by appropriately qualified teachers (c’est le droit de l’enfant) [
