After spending 12 months and £13 million, Robert Francis has come up with 290 recommendations that he believes would prevent a repeat of the appalling care given to patients at Stafford Hospital between 2005 and 2009. Ministers have given themselves a month to decide which proposals to embrace and which to reject.
